To support the Local Development Plan, we revised the The Green and Blue Infrastructure Supplementary Guidance that sets out the framework for the creation of a strategic green and blue network for the benefit of people and wildlife in Perth & Kinross. We asked you to give us your view on the revised text and the interactive map which identifies green & blue infrastructure opportunities.
Eleven responses were received to the consultation on the draft. Some of these expressed support for the revised document and highlighted the improved structure and language as well as the spatial strategy. We also received a number of suggestions to improve the guidance, for instance by adding further active travel routes and cross-boundary linkages.
A number of minor modifications were made to make the wording of the guidance clearer. In the absence of available spatial data for further active travel links and cross-boundary linkages, we added improving on this as an aspiration to the moving forward section of the guidance. The Green and Blue Infrastructure Supplementary Guidance has now been formally adopted by the Council.

The Green and Blue Infrastructure Supplementary Guidance sets out the framework for the creation of a strategic green and blue network for the benefit of people and wildlife in Perth & Kinross. It will be used to support the delivery of Local Development Plan Policy 40: Green Infrastructure which requires all development proposals to contribute towards green infrastructure. The Guidance is aimed primarily at developers and others involved in the preparation and consideration of planning applications. Community groups and Council services are also encouraged to use the Guidance to help direct actions that enhance our natural resources. We are updating our Supplementary Guidance to provide a clearer spatial strategy with more focus on settlement scale opportunities. This consultation provides an opportunity to comment on the revised Guidance which will inform future modifications prior to adoption.

The Green Infrastructure Supplementary Guidance was adopted by Perth & Kinross Council in November 2014. The Guidance explains what green infrastructure is, why it is important, and where and how it should be taken into account in the development process. Through the review of the Local Development Plan (LDP), all Supplementary Guidance is required to be reviewed and consulted upon prior to re-adoption along with the new LDP. This process has allowed for a full review of the current Guidance to be carried out and modifications to clarify and improve the spatial representation of green infrastructure opportunities.
This consultation will provide an opportunity for all stakeholders to make comment on the proposed changes to the adopted Guidance. All responses to the consultation will be fully considered and will be used to inform any further modifications. The Guidance and all consultation responses received will be reported back to Committee.
The consultation will take place online, but there is an opportunity to discuss specific elements of the Guidance with the Development Plans Team during the period of consultation.

The Council will consider the issues raised in the comments that were made during the consultation. We will prepare a report setting out the comments we received and an explanation of how these comments were taken into account when preparing and finalising the Supplementary Guidance. The finalised Supplementary Guidance will be issued and adopted, and it will then form part of the Development Plan and will be used when determining planning applications.
