Early learning and childcare consultation 2025

Perth and Kinross Council’s Education and Learning Service carried out its statutory biennial Early Learning and Childcare (ELC) consultation between 23 November and 14 December 2025 through an online survey, receiving 423 responses from across the authority. The consultation gathered views on future ELC delivery, anticipated childcare needs, the impact of poverty and inequality on families, digital learning and communication in settings, children’s rights, and wider support services. Findings will assist service planning and delivery, with further local analysis used to help shape childcare provision, family learning opportunities and targeted support across Perth and Kinross.

Perth and Kinross Council is seeking the views of parents and carers with babies, under-5s and school-age children regarding care and early education provision in the local area. We are also interested in your views if you are planning or expecting to have children.

Why your views matter

Local authorities have a statutory duty to consult every two years on the provision of early learning and childcare, to inform the planning and delivery of services.

The survey aims to gain insight around the following areas:

  • The future delivery of early learning and childcare
  • Anticipated needs around childcare 

The findings of the survey will be used to inform childcare places and the Early Learning and Childcare Team's work to support the development of sustainable childcare services across Perth and Kinross.
