Scone Surface Water Management Plan - Community Survey
Overview
Perth & Kinross Council is keen to consult with local residents and businesses in Scone regarding flooding due to surface water.
In December 2021, SEPA published the Tay Flood Risk Management (FRM) Plan and in December 2022, the Council published the Tay Local FRM Plan. Both documents can be viewed here and include the requirement for a ‘Surface Water Management Plan’ (SWMP) for Scone as one of the selected actions for managing flood risk in the area.
SEPA has published flood risk maps on its website. These maps indicate the risk of potential flooding to parts of Scone.
Due to the small catchment size, small watercourses may not be shown on SEPA’s indicative fluvial flood maps. SEPA’s fluvial flood maps were developed using a consistent, nationally applied methodology to catchment areas equal to or greater than 3km2 using a Digital Terrain Model (DTM).
Therefore, the fluvial flood risk from such minor watercourses has not been modelled or shown on SEPA’s fluvial flood maps. In March 2025 this gap was addressed when SEPA launched new surface water and small watercourse flood maps to strengthen Scotland’s climate resilience.
These new flood maps aim to indicate pluvial flood risk from surface water and small watercourses of catchment areas smaller than 3km 2. The flood maps are primarily backed up by historical reports of flooding; however, these are indicative and do not cover every instance of past flooding reported.
The following issues have been observed:
- Angus Road is affected by pluvial (surface water) flooding from agricultural land to the North.
- David Douglas Avenue is affected by pluvial flooding from agricultural land to the North and East.
- Perth Road is affected by pluvial flooding from agricultural land to the North as well as fluvial flooding from the Annaty Burn.
- Highfield Road is affected by pluvial flooding from agricultural land to the North.
- Murray Road is affected by pluvial flooding from agricultural land to the North.
- Stormont Road is affected by pluvial flooding from Angus Road as well as Farquharson Park.
- Ashgrove is affected by pluvial flooding from Farquharson Park.
- Burnside is affected by pluvial flooding from agricultural land to the North as well as fluvial (river) flooding from the Annaty Burn.
- Den Road is affected by fluvial flooding from the Annaty Burn.
- The barrel drain has contributed to localised flooding at a number of locations through either insufficient capacity or collapse.
- The sewer network has contributed to localised flooding at a number of locations through insufficient capacity when surface water enters the combined system.
Perth & Kinross Council has recently engaged consulting engineers RSK/Binnies, to develop the SWMP. This work will involve reviewing and modelling existing flood conditions and the consideration of potential measures to address flood risk.
RSK’s surveyors will shortly be undertaking a topographical survey to inform the SWMP. The survey is scheduled to commence on Monday 21 July 2025 and will include capture of will include capture of external property thresholds, e.g. external door sill levels, air brick levels, etc, across the identified areas of Scone.
Not all properties within Scone will be surveyed in this way, therefore do not be concerned if you do not see the surveyors at your property. I would be grateful if you could please allow the surveyors to access your property to carry out the survey. The data gathered will be used to gain a better understanding of the risk of flooding in the area and any potential future actions to address it. Any data gathered will be subject to Perth & Kinross Council’s data protection policy.

Why your views matter
The Council is therefore keen to engage with the local community to accommodate as much knowledge of flooding as possible. We are looking for the following:
- Details of past flood events: date, time, flood depth and damage caused;
- Background information, records, videos or photographs of previous flooding

We would encourage residents to share their views by completing the questionnaire, and to provide any flood photos and videos they may hold. We can copy any such information and return it to you if this would help. This information will help to inform the development of the Scone surface water management plan.
