Comments provided by the public and key agencies have been taken into account in development of the draft. This has a resulted in a number of changes to the draft guidance as well as changes to the SEA.

As a result of the changes arising out of this consultation, the finalisation of online environmental mapping and potential changes as a result of the Habitat Regulations Appraisal, a further opportunity to have your say will be provided. The response to how all comments from both consultations have been taken into account in the final document will be published following the final consultation, expected in 2022.

Overview

The Draft Renewable and Low Carbon Energy Supplementary Guidance provides detailed guidance on the application of Policy 33: Renewable and Low-Carbon Energy in the proposed Local Development Plan 2 (LDP2). The Guidance is aimed at assisting developers, decision makers and those preparing or commenting on planning applications. It covers a range of renewable and low carbon energy technologies including wind, solar, hydropower, anaerobic digestion, woody biomass and waste sources. A draft version of this Guidance was consulted on in 2017 and revised and updated following that consultation and to align with changes to Policy 33 and associated policies in the proposed LDP2. This consultation provides an opportunity to provide comments on the revised Guidance which will inform future modifications prior to adoption.

Why your views matter

The adopted Local Development Plan (2014) contained Policy ER1: Renewable and Low Carbon Energy Generation along with a commitment to the production of Supplementary Guidance. This Guidance was consulted on in 2017. The Guidance has been updated to reflect consultation comments, and has also been revised to ensure it aligns with the proposed LDP2 (2019). The Guidance provides detail to the considerations set out in Policy 33 of the proposed Plan that applicants for renewable and low carbon energy projects are required to address. We are required to consult on all Supplementary Guidance which will be adopted alongside the LDP2.

This consultation will provide an opportunity for all stakeholders and interested parties to comment on the proposed Guidance. All comments are welcome whether or not you commented on the original draft document. All responses will be fully considered and will be used to inform any modifications. The Guidance and all consultation responses received will be reported back to Committee.

What happens next

The Council will consider the issues raised in the comments that were made during the consultation. We will prepare a report setting out the comments we received and an explanation of how these comments were taken into account when preparing and finalising the Supplementary Guidance. The finalised Supplementary Guidance will be issued and adopted, and it will then form part of the Development Plan and will be used when determining planning applications.
