Physical Disability and See Hear Strategy - carers and workforce members
Overview
The Perth and Kinross Health and Social Care Partnership and voluntary sector partners want your help in shaping how we deliver our vision and key aims as we refresh the Physical Disability and See Hear Strategy. This strategy is for people in Perth and Kinross living with physical disabilities and/or sensory impairments, such as sight or hearing loss.
Our aim is to make sure services in Perth and Kinross work together in a way that truly supports people. Many individuals receive support from multiple services, but without joined-up planning, care can be duplicated, overlooked, or hard to access.
Through this strategy, we want to:
- understand gaps in existing support and find where connections are missing
- put people at the centre of care, making support personalised, realistic, and meaningful
- build connections between services, families, and communities so support is coordinated and accessible
- focus on outcomes that matter - helping people regain independence, make informed choices, and access the right support while being realistic about what can be achieved
Your feedback will directly shape the key actions we take over the next three years. Working as a partnership with local third sector organisations, we want to ensure that services are joined up, gaps are addressed, and support truly meets the needs of our community.
Example: A 48-year-old man provides feedback that he has experienced a sudden illness that led to disability and loss of independence. Multiple services were involved, but they were not coordinated, and some support that could have helped him was unknown or unused. As a result, he struggled to access the right care at the right time. This example would highlight to us the need to join up services, address gaps, and ensure support is person-centred and responsive to individual needs.
The refreshed strategy is expected to be published on the Perth & Kinross Council website in 2026.

Our vision is for Perth and Kinross to be a place where everyone is included and supported to live the life they choose.
Our strategy group is committed to hearing directly from people with physical disabilities or sensory impairments, as well as their families and support network.
By working together, we will make sure real experiences guide our decisions. This will help us provide the right support, create better opportunities, and build a community where everyone’s voice is valued and acted on.

4. Growing skills, valuing people - We will develop and support a skilled, confident, and respected workforce, so they can provide truly inclusive care and respond to the diverse needs of our community.
5. Creating a Welcoming Community - We will build a supportive culture rooted in strong relationships and real opportunities, so everyone feels connected, valued, and included in their community.

We want to hear from unpaid carers and workforce members who support people with physical disabilities and/or sensory impairments. Your feedback will help us understand what is working well, what needs to improve, and what key actions we should take to make services more joined-up, person-centred, and effective.
Please take a few minutes to complete this survey – it should take 5-10 minutes. Your views will directly shape our priorities and actions for the next three years.

Drop-in events
Two relaxed and friendly workshops will take place this February, offering space to chat in small groups over tea and coffee about what matters most to you. Your insights will help us improve services that matter to you, making sure they reflect real experiences across our communities.
Workshops will take place at the Vision PK offices, George Street, Perth on:
- 17 February, from 1.00pm to 3.30pm
- 24 February from 10.00am to 12.30pm
