Perth & Kinross Council asked for feedback on the draft Crieff Air Quality Action Plan, asking the public if they agreed or disagreed with 25 proposed air quality improvement measures.

You said

The majority of feedback the draft Air Quality Action Plan received was positive, with only two questions receiving a negative response, these were:

Question 4: Tell us how much you agree with the measure of rerouting some of the traffic that uses the A85 to use only local roads thus moving traffic away from the area?

Question 10: Tell us how much you agree with the proposed measure of holding/gating traffic as a way of minimising congestion within the AQMA? (Holding the traffic back to allow a better flow).

We did

The consultation feedback informed the final Crieff Air Quality Action Plan, which was then approved by the Environment and Infrastructure Committee on 21/08/2019.

The consultation was produced in online survey software and hard copies of the survey were also available at key locations and on request, The survey consisted of 30 questions asking the public whether they agreed or disagreed with individual measures proposed in the AQAP. The online survey was viewed 127 times and 66 responses were received. Another 4 responses were submitted on hard copies of the survey. The information obtained from this consultation informed the final Crieff AQAP, which was approved by the Environment and Infrastructure Committee on 21st August 2019.

Overview

Over a number of previous years, exceedances of national air quality objectives have been identified within the High Street corridor in Crieff. As a result, this area was declared an Air Quality Management Area (AQMA) in 2014.

In order to seek compliance with air quality objectives, and in accordance with the Scottish Government policy guidance, Perth & Kinross Council (PKC) is required to create an Air Quality Action Plan (AQAP) for Crieff detailing the short and long term improvement measures proposed.

Following agreement of the Crieff Draft AQAP by PKC's Environment and Infrastructure Committee in September 2018, an external/public consultation seeking feedback on the content of this document was held from 7th January 2019 to 18th Februay 2019.

Why your views matter

The Council has a statutory duty to manage local air quality within its designated boundaries. Under the Strategic Policy Framework for Local Air Quality Management published by the Scottish Government, PKC must undertake a programme of air quality assessments.

As an authority identifies an exceedance of air quality objectives at a location, it is obligated to declare an AQMA and assess the current and future air quality within that area. The Local Authority must then develop an AQAP, setting out the local actions that will be implemented to improve air quality and work towards meeting the objectives currently being breached. 

Crieff High Street corridor has been identified as an area where national air quality objectives are exceeded, resulting in an AQMA being declared in 2014. Due to a combination of heavy traffic on the A85 and tall buildings either side of the narrow corridor, a canyon effect prevents air pollutants from dispersing.

Elevated concentrations of Nitrogen Dioxide (NO2) and Particulate Matter (PM10) have been measured within the high street corridor of Crieff for a number of years, presenting a risk to public health. Because of this, a draft AQAP has been produced by PKC’s Regulatory Service and forms the focus of this consultation.
