We asked whether the public would prefer the former toilet block in Auchterarder would be better used as a community run public toilet/art gallery, or as a community banking hub.

55% of respondents said they would support the use of the toilet block for a community run public toilet/art gallery.

We did

We collated responses and considered these alongside the business proposals for the two projects. A decision has been taken to progress the banking hub.

A total of 579 people voted, the majority of whom were Auchterarder residents (75.3%).

318 respondants (54.9%) voted in favour of the Public Toilet/Art Gallery proposal put forward by Auchterarder Picturehouse Crew.

223 (38.5%) voted in favour of the banking hub.

38 (6.7%) voters supported neither proposal.

Other potential uses suggested included, more parking, a parcel hub, and a takeaway food hut.

The largest group of respondants were those in the 50-65 years age bracket, and supported the Public Toilet/Art Gallery proposal (54.6% in favour).

Strongest support for the Banking Hub came from those in the 80+ years category (52.9% in favour).

Comments from respondants showed that there is appetite for both proposals within the town, and that people are keen to find a solution for both.

Overview

Following a Budget decision taken by Councillors in March 2023, the High Street/Crown Inn Wynd toilet block in Auchterarder has been declared surplus by Perth and Kinross Council.  While the Council will no longer operate public toilets in this location, local Perth & Kinross Comfort Scheme Partners Cafe Kisa (127-129 High Street) and The Niblick public house (2 Crown Court) have extended their toilet facility provision to being on a year-round basis. The Council is now consulting with the local community of Auchterarder on the future use of the toilet block building.  We have received two different community benefit proposals, and we are seeking the views of local residents and business owners as to which proposal you consider would provide the greatest benefit to the local community.

Proposal A – Banking Hub

Cash Access UK is a not-for-profit company owned and funded by nine major high street banking providers.  They are proposing to adapt the toilet block building to provide a banking hub. Banking hubs provide a shared banking space on the high street, offering a counter service operated by the Post Office where customers of all major banks and building societies can carry out regular cash transactions.  They also offer a Community Banker service where customers can talk to their own banking provider about more complicated banking issues – the Community Bankers work on rotation, with a different banking provider available on each day of the week.

Proposal B – Public Toilets with Art Gallery

Auchterarder Picturehouse Crew, a local charity organisation, are proposing to take on the responsibility for operating the building as public toilets on a year-round basis.  Under this proposal, the toilet block would double as an art gallery, both internally and externally, with a focus on urban style art, jokes, illustrations and Scottish sayings.  The Auchterarder Picture House Crew have said that while they do not envisige charging people to use the toilet facilities, users would be encouraged to leave a donation.  Artwork would also be made available for purchase, with proceeds supporting the operation of the toilets.
