Perth and Kinross Council propose to sell Wellmeadow House, Gas Brae, Blairgowrie, PH10 6AY to Strathmore Centre for Youth Development (SCYD) a Scottish Charitable Incorporated Organisation. The plan below shows the location of Wellmeadow House and the extent of the area proposed to be sold. The area is coloured red on the plan and extends to 0.059 acres.

SCYD have leased Wellmeadow House from the Council since 2013. It is used as a community facility for young people and the wider local community including for offices, educational purposes, training, fundraising events, meetings and catering operations for healthy eating.  

Under the terms of the lease, SCYD have the option to purchase the premises and they have now requested to do so. The lease provides that the purchase price will be the market value of the property based on its condition at the commencement of the lease and excluding any uplift in value resulting from SCYD’s refurbishment of the property. 

The Valuation Office Agency were appointed by the Council and carried out an independent valuation of the property in April 2020 when they assessed the market value as being £10,000.   It is considered that values have not changed significantly in that location since the date of valuation, and that it is appropriate to use this figure for the sale. 

The Council therefore proposes to sell the property to SCYD for a purchase price of £10,000. It will continue to be used as a community facility for young people and the wider local community. 

The Council is seeking the views of the local community on the proposed sale. If, following consideration of any representations received in this consultation, the Council decides to proceed with the sale, it will be completed as soon as reasonably practicable. 

Why your views matter

Common Good Land

Wellmeadow House forms part of subjects held by the former Burgh Council and is considered to form part of the Common Good.

Wellmeadow House is positioned within an area of ground dedicated to the Common Good Fund for Blairgowrie. This comprises 238 square metres conveyed in Disposition by Scottish Gas Board in favour of the Town Council of the Burgh of Blairgowrie and Rattray, recorded in the Division of the General Register of Sasines, applicable to the County of Perth on the Fifth October 1963.

Part 8 of the Community Empowerment (Scotland) Act 2015 Section 104 requires the Council to consult with the local community when it is planning to dispose of common good property, or to change its use. The Council must publish details of the proposed disposal or change of use of common good property and notify and invite representations from residents, community councils and community bodies. If, following consideration of any representations received in this consultation, the Council decides to proceed with the proposed sale, Wellmeadow House will no longer form part of the Common Good.

What happens next

Once the feedback from this consultation has been collated, it will be used in the preparation of the report to the Blairgowrie Common Good Committee regarding the sale of Wellmeadow House to the SCYD. The results will then be made available on the Perth and Kinross Council Consultation Hub.
