Responsible busking - code of conduct

Overview

We would like your thoughts on the proposed introduction of a Responsible Busking Code of Conduct for Perth city centre. 

On 17 June 2025 Perth and Kinross Council agreed to hold a public consultation on the adoption of a busking Code of Conduct for the city centre.

Busking and street performance brings colour, culture and energy to the city centre and can really help bring the area to life when it’s managed well.

However, the Council has received concerns from local businesses, residents, and visitors regarding noise levels, obstruction, and prolonged or repetitive performances in certain locations.

The new proposed guidance is designed to support street performers as a valued part of city life, while also helping to make sure busking happens in a way that’s fair and considerate for everyone using the city centre, including people who live and work there.

At present, there is no formal Code of Conduct in place to provide clarity for performers, businesses, and enforcement officers on acceptable standards of behaviour and operation.

Under Section 54 of the Civic Government (Scotland) Act 1982, Police Scotland has powers to require a performer to stop if their activity is causing disturbance. The proposed Code of Conduct supports the proportionate use of these powers through clear expectations and guidance.

The key challenge is balancing the positive contribution of busking with the need to maintain a pleasant and accessible city centre environment.

Without clear guidance, performers may be unaware of acceptable locations, times, and standards, increasing the risk of complaints or enforcement action.

The approach is deliberately non-licensing, reducing the administrative burden while enabling Council officers to address issues quickly and proportionately.

This consultation sets out how busking could work for everyone in Perth city centre, and asks whether a clearer, more consistent approach would balance the needs of performers with those of the wider community.
