Overview

Perth and Kinross Council has been carrying out a surface water management plan for Perth and can now share the outputs. We would welcome any feedback from residents on this work which is set out below.

Surface water flooding typically occurs when rainwater does not drain away through the normal drainage systems or soak into the ground but lies on or flows over the ground itself. The risk of surface water flooding is expected to increase due to the impacts of climate change, with rain storms (particularly in the summer) becoming more frequent and intense.

There is a history of surface water flooding across Perth. Recent notable events include 11 and 12 August 2020, 8 September 2022, 8 October 2023 and recently on 21 July 2025.

The Perth Surface Water Management Plan (SWMP) is an identified action within the current Tay Local Flood Risk Management Plan (which can be viewed at www.pkc.gov.uk/frmplans).

The below document summarises the work carried out for the Perth SWMP. There are also PDFs of the one in 30 yr and one in 200 year rainfall events (also referred to as events with a 3.33% and 0.5% chance of occuring in any given year).

Why your views matter

Residents are encouraged to provide their views on the draft findings and recommendations. Comments can be provided by completing the online survey on this page by Thursday 30 October 2025.

What will happen next?

Once we have collated feedback we will hold an online meeting to discuss how the feedback has been used. We will also produce a Question and Answer report  to provide responses to any questions raised.

The surface water management plan will then be finalised, and we will report the outcome to the next meeting of the Council’s Climate Change and Sustainability Committee (5 November 2025).
