Overview

Following a review of Council owned assets, the Council is proposing to lease the Pavilion, Diamond Jubilee Park, Alyth to Alyth Development Trust. The building is currently not in a satisfactory condition and is not available for operational use. Recognising the importance of the Pavillion for the local community in Alyth, this proposal will allow the property to be brought back into a usable space for the benefit of the Alyth community. It is proposed that the Alyth Development Trust will take over running of the building and this will enable the building to be used as community space for local groups such as football clubs for changing facilities, cubs, guides etc and a warm space venue. The area to be leased is shown outlined in red on the following plan:

Why your views matter

The main terms for the lease which have been agreed in principle with the Alyth Development Trust are:

  • Lease for 25 years with the option for either the landlord or tenant to terminate the lease at 5 yearly intervals on the anniversary of the lease commencement date throughout the lease term.
  • Leased subjects to be used a community space providing a warm space venue only.
  • Tenant to be responsible for internal repairs and maintenance.
  • Rent to be £1 per annum.

The Pavillion is Common Good property and the Council is therefore required in terms of the Community Empowerment (Scotland) Act 2015 to consult the community as part of the decision-making process. The aim of this consultation is therefore to provide an opportunity to comment on the proposal to lease the subjects to Alyth Development Trust.
